On October 19, "Sharpening Sword-2021", a comprehensive emergency response exercise for particularly major hazardous chemical accidents in Tianjin was held in Tianjin Binhai New Area. Comrades in charge of the Ministry of Transport, the Ministry of Emergency Management, the Beijing Emergency Management Bureau, and the Hebei Emergency Management Department observed the drill. Sun Wenkui, vice mayor of Tianjin Municipal People's Government, attended the exercise and made a speech.
The drill mobilized about 1000 people, and was participated by the city fire rescue team, municipal hazardous chemical rescue, aviation rescue and other relevant professional teams involved in the "Tianjin Municipal Emergency Response Plan for Hazardous Chemical Accidents" and Binhai New Area government rescue forces as well as relevant linkage teams from Beijing and Hebei. Haijiang Group was invited to participate in this exercise.
The drill content is to simulate the production facilities and storage tanks of hazardous chemical enterprises in the Tianjin port area suffered from external damage and a special major accident of continuous combustion and multiple explosions of hazardous chemical reactors, oil tanks, storage depots, oil pipelines and transport vehicles. It caused the leakage of many kinds of dangerous chemicals such as toluene, gasoline and diesel oil, naphtha, LPG, vinyl chloride, liquid ammonia, etc. Chemical enterprises and residential areas within 5 km of the plant, water, electricity and gas, communications, transportation and other urban lifelines were severely damaged. At the same time, the secondary explosion caused the shattering of glass in houses within several kilometers, and the shock wave led to the destruction of 2 water supply pipelines, 3 overhead transformers, 1 box-type substation, 1 communication relay station, 2 communication base stations, and the loss of power to 17 communication base stations in the vicinity.
The fire is still burning, it is a race with time, a race with life. The emergency rescue team fought on the front line. In the dangerous area where personnel could not enter, Haijiang Group scrambled to mobilize mechanical equipment to enter the scene for the first time to cooperate with the rescue operation. Using 5G remote control system, the unmanned intelligent machinery was controlled in Guangzhou intelligent command center to cofferdam the accident site, blocking the spread of fire and preventing the flow of hazardous chemicals into rivers, sewers, and other areas to avoid secondary disasters.
The unmanned machine is the only engineering operation vehicle in the whole simulated accident area. With industry-leading artificial intelligence, 5G high-speed transmission and self-developed core technology, Haijiang Group breaks the disadvantage of inaccessibility of personnel in dangerous areas, ensures the safety of rescuers to the greatest extent, and stops the accident from expanding.
In the course of the exercise, they also field-tested the actual operational effectiveness of the detection robot, fire-fighting robots, drones and other equipment, which provides strong support for winning fire-fighting and rescue battles in complex environments.
Yang Liang, deputy director of the command center of the Municipal Emergency Management Bureau, said that the exercise focused on the emergency disposal of multiple hazardous chemical leaks, fire fighting, emergency treatment and transfer of casualties, emergency evacuation and resettlement of enterprise employees and surrounding people, and deployment and use of Beijing-Tianjin-Hebei emergency resources. We have examined the relevant disposal content and coordination links in the exercise, such as the start of the plan, emergency response, the formation of the on-site command, the actual rescue, information sharing, collaborative command, resource sharing and technical support. It fully demonstrated the emergency disposal capability of hazardous chemical accidents in Tianjin and provided a reliable guarantee for the future emergency rescue work of hazardous chemical accidents.
In this emergency rescue exercise, Haijiang Group's new mode of "intelligent emergency" has improved the service capability of emergency industry based on big data.
